फर्रुखाबाद: चुनाव आयोग के निर्देश के अनुसार मतगणना पंडाल में कोई मोबाइल नहीं रहेगा| पोस्टल बैलेट की गिनती और अपडेट के लिए रिटर्निंग ऑफिसर, सहायक रिटर्निंग ऑफिसर और काउंटिंग सुपरवाइजर को पंडाल में केवल उस मोबाइल को ले जाने की अनुमति होगी जिसका नम्बर ओटीपी के लिए जरुरत पड़ेगा मगर उसमे भी ये शर्त है कि वो मोबाइल केवल उतनी देर के लिए खोला जायेगा जितनी देर ओटीपी के लिए जरुरत है| चुनाव आयोग के निर्देश के अनुसार इसके बाद मोबाइल को स्विच ऑफ करना होगा| और सभी के मोबाइल रिटर्निंग ऑफिसर की टेबल पर जमा रहेंगे|
कुल मिलाकर मतगणना पंडाल में मोबाइल की घंटी नहीं बजेगी और न ही कोई काल कर सकेगा|आयोग के निर्देश के अनुसार अगर पोस्टल बैलेट की गिनती के समय लॉग इन पेनल बंद हो जाता है तो गणना सुपरवाइजर आर ओ टेबल से दुबारा मोबाइल लेकर ओटीपी ले सकेगा मगर उसके बाद फिर उसे स्विच ऑफ कर जमा कर देगा| फर्रुखाबाद में 15 मोबाइल का इस्तेमाल पोस्टल बैलेट की गणना में किया जायेगा जिसकी अनुमति आयोग से ली गयी है|

Sir/Madam,
I am directed to invite your attention to the Commission’s instructions referred above and to state that in view of inception of Electronically Transmitted Postal Ballot Paper System (RTPBS) wherein One-Time Password (OTP) is received on mobile phones, the Commission has directed that on the day of counting,
(i) Only that mobile phone of the RO/ARO/Counting supervisor/s, linked to ETPBS, to be used to receive ‘OTP’ to log into ETPBS to start counting thereof have to be brought inside the counting hall;
(ii) The mobile handsets will be switched on only to receive ‘OTP’ and be switched off once the system is logged on to ETPBS;
(iii) Inside the counting hall, such mobile handsets are to be kept in the custody of ARO/RO/Observer, whosoever is the senior most officer in the Counting Hall for ETPBS counting, in switched off mode till the counting is over.
(iv) In case login is closed for some reasons, Counting Supervisor can get the mobile from the officer to whom the mobile set was submitted to receive OTP once again for enabling him to re-login, and after re-login, he should return the mobile to same officer in switched off mode.
(v) A declaration be got signed by all users separately about Dos and Don’ts for mobile usage.
(vi) Specific permission be sought from concerned CEO for number of users in each case with the requisite mobile phone numbers being used. Mobile phones are to be allowed inside the Counting hall for all such users.
